Renamed LFSR_TAG_NOISE -> LFSR_TAG_NOTE

Browse Source 
Sort of like SHT_NOTE in elf files, but with no defined format. Using
LFSR_TAG_NOTE for additional noise/nonces is still encouraged, but it
can also be used to add debug info.
