Switched from decimal to hexidecimal for test name suffixes

This compresses a bit better, which is useful since our dbg scripts
truncate into tight prefixes:

- 3 decimals     => 999  = <1000
- 3 hexidecimals => fff  = <4096
- 4 decimals     => 9999 = <10000
